The anger and frustration of farmers that we encountered further down that canal that day was palpable.  Water managers had delayed their water turn in a critical period of rice transplantation. Farmers feared their rice nursery would dry up as they’d already endured weeks of water scarcity. This would mean no rice as food for this year. The despair in their eyes and voices, showed that, for them, water was truly a matter of life and death.
